Panahali Khan Qarabaghli (1693-1758)
Panahali Khan is a founder of the Karabakh khanate. After the murder of Nadir Shah in 1747 he founded Karabagh khanate in campaign against the local rulers and maliks acted against the centralization of power in Karabakh.
In 1750 in dense forest covered by rocks fortress city Panahabad was founded in honor of Panah Khan, and later called as Shusha.

Mirza Ali Mahammadaga (1747-1797)
Mirza Ali Mahammadaga was born in Shusha. Mirza Ali Khan Mahammadaga was a Vizier of Karabakh khan - Ibrahim Khan. He had important role in the establishment of the Karabakh Khanate State, in the management of foreign affairs of the state, as well as Khan's spokesman in relations with other Azerbaijani khanate, and the envoy.

Ibrahimkhalil khan Javanshir (1758-1806)
Ibrahimkhalil khan Javanshir was khan of Karabakh khanate, lieutenant-general. He is the second Karabakh khan.
During Ibrahimkhalil khan the Karabakh khanate has developed very rapidly. The intellectual class comprised of science, culture and art workers was formed in Shusha. The city has a wide scope of construction works. Shusha refurbished, khan palaces, houses, castle walls were built and new schools opened.

Agha Khan Garabaghi  (1853 -?)
Public figure Agha Khan Garabaghi (Mirza Mammadbagi oglu) was born in the town of Shusha. He received his primary education from mullah. A. Garabaghi graduated from school in province. Later he moved to Iran and served at Gajar shahs. He got the “Khan" title from shah. Iran and South Azerbaijan has played an important role in the socio-political life.

Bahram bey Akhundov (1872-1932)
Bahram bey Akhundov was born in Shusha. He was one of participants of Azerbaijan's national liberation movement. He got the science and medical education during 1893-1895 in France. He took an active part in public life of Baku city at the beginning of the XX century. During the period of the Azerbaijan Democratic Republic (1918-1920) B.Akhundov was elected to Parliament, was represented independent fraction.

Abdulhuseyn bey Hajibeyov (1840-1901)
Abdulhuseyn bey Hajibeyov was born in the town of Shusha. He was known as aide of Khurshudbanu Natavan in the social life of the Karabakh khanate. He served in the palace of Natavan. Kh.Natavan assigned him calculation and other accounting works in regard of the real property in Kebirli area.

Bahram bey Vezirov (1886-1929)
Bahram bey Vezirov was born in Shusha. He is one of the participants of Azerbaijan's national liberation movement. He graduated from Baku real school, and entered the St. Petersburg Institute of Forestry. He conferred the agronomist-forester profession after its graduation. He worked as a forester in Gakh region. He was elected as member of the National Council of Azerbaijan from "Ittihad” party according to Law on “Establishment of Azerbaijani Majlis"  (1918, 19 November), the "Ittihad" Party elected a member of the Parliament of Azerbaijan. He joined the "Ittihad" fraction in the Parliament.

Javad bey Melik-Yeqanov (1878-1942)
One of the founders of the Azerbaijan Democratic Republic  Javad bey Malik-Yeqanov was born in Tug village of Khojvand region. He was an outstanding statesman of the Democratic Republic of Azerbaijan, one of the founders of the Republic Organization of Trade Unions, Member of Parliament, and the founder of the Muslim Workers’ trade union.

Jeyhun bey Hajibeyli (1891-1962)
Jeyhun bey Hajibeyli was born in Shusha. He was social worker, linguist, historian, journalist, and translator. J. Hajibeyli entered in Law Faculty of St. Petersburg on the funds of millionaire-philanthropist Murtuza Mukhtarov (1900) and from there went to Paris, studied at the University of Sorbonne. He was included in staff of delegation of Democratic Republic of Azerbaijan at Paris Peace Conference (1919-1920) as a consultant. J Hajibeyli could not return to Azerbaijan after April occupation of Soviet Russia (1920), and has been forced to stay in Paris. He carried out active work in the direction of propagation of the culture of Azerbaijan in Paris.

Abdulkerim bey Mehmandarov (1854-1929)
Abdulkerim bey Mehmandarov was born in Shusha. He was a doctor, therapist, surgeon, public figure.
In the period of Azerbaijan Democratic Republic (1918-1920) Mehmandarov has been closely involved in the development of health. During the years of Soviet power, in 1923, he was appointed as the head physician of the city hospital in Shusha.

Ahmed bey Aghaoglu (1869-1939)
 Ahmed bey Aghaoglu was born in Shusha. He is one of the ideologists of the Turkism movement. He was well-known public and political figure, publicist, writer, lawyer, the orientalist, scholar-theology. He graduated from the University of Sorbonne, France. A.Aghaoglu here studied deeply the history of Eastern nations, and learned Arab, Persian and Turkish languages perfectly.
During the period of Azerbaijan Democratic Republic (1918-1920) he was a Member of Parliament. In 20-es being appointed as head of the state press bureau of Turkey was elected twice from Kars region as MP of Turkish Grand National Assembly. He was a professor of Ankara University, at the same time the editor of the newspaper "Hakimiyya-milliyya".

Amanulla khan Gajar (1862-1937)
Amanulla khan Gajar was born in Shusha. He was a military man, Major General (1917). He is a descendant from Azerbaijani Gajars dynasty.
A. Gajar  after the declaration of the Azerbaijan Democratic Republic (1918), submitted an application to then Defense minister Samad bey Mehmandarov for voluntarily service in the ranks of the Azerbaijani army. After the April occupation of Soviet Russia (1920), he migrated to Iran, and has died in Tehran.

Amir Kazim Mirza (1853-1920) 
Amir Kazim Mirza Gajar was born in Shusha. Being from Gajars descendants Amir Kazim Mirza received a high school education in Tbilisi, Georgia, graduated from the school of cavalry in St. Petersburg. Since 1871 served in the military units of the Russian army in the Caucasus. After the declaration of the Azerbaijan Democratic Republic (1918), retired A.Mirza applied to then Defense minister Samad bey Mehmandarov to voluntarily serve in the Azerbaijani army. By the decision of S. Mehmandarov dated December 18, 1919, he was appointed as commandant of Ganja.
Shot dead by the Bolsheviks after the Soviet occupation.

Hashim bey Vezirov (1868-1916)
Hashim bey Vezirov was born in Shusha. He was education, culture and media figure, publicist, playwright and translator. On the eve of the establishment of the Azerbaijan Democratic Republic he took an active part in spreading the ideas of national sovereignty. He was one of the outstanding propagandists of national public opinion.

Khudadat bey Malik-Aslanov (1879-1935)
Khudadat bey Malik-Aslanov was born in Shusha. He was one of the well-known public figures of Democratic Republic of Azerbaijan (1918-1920). He was a member of parliament, scientist, inventor, an engineer. Kh.Malik-Aslanov was a railway engineer, the first professor in the field of technical sciences. In 1904 had finished higher education from St. Petersburg Institute of Traffic Engineering with diploma of the first degree. Being a member of the Parliament of Azerbaijan Kh.Malik-Aslanov was appointed as first deputy chairman of the State Defense Committee in June 1919.

Lutfali bey Behbudov (1879-1918)
Lutfali bey Behbudov was born in the village of Uchoglan of Shusha province. In 1899 he was expelled from the Technological Institute of St. Petersburg, where he studied, for participation in mass student riots but has been restored again. Student riots L. Behbudov was engaged in the public-political activity as member of "Difai" party, the Transcaucasian seim  (was elected by "Musavat Party and  democratic group of non-parties). Took part in the activity of "Nijat – Salvation" charitable society. Lutfali bey Behbudov was killed by the Armenian-Dashnak gangsters committed genocide against the Turkish Muslim population in Shusha city.

Mirza Adigozal bey Garabaghi (end of the XVIII century-1848)
Mirza Adigozal bey Garabaghi was born in Shusha. During the march of Aghamahammad khan Gajar in Karabakh, he escaped with his family and sought refuge in Georgia. He started to serve in Russian army that carried out aggressive actions in Georgia. After returning to Karabakh M. Garabaghi served to Mehdiqulu khan khan Javanshir. 
 After khan fled to Iran he was appointed by commandant by as naib in district. M. Garabaghi had written a historical work "Qarabaghnama" dedicated to political events took place since 1736 till 1828 in Nagorno-Karabakh. 

Khosrov bey Sultanov (1879-1947)
1st military minister of the Azerbaijan Democratic Republic Khosrov bey Sultanov was born in the village of Kurdhajı of Lachin region. After graduating from Ganja gymnasium he got higher medical education in Odessa.
K. Sultanov was one of the 26 people who signed the Declaration on declaring of Azerbaijan Democratic Republic on behalf of the National Council of Azerbaijan on May 28, 1918 in Tbilisi, Georgia. In the 1st cabinet of government Democratic Republic formed at she same day he took the post of Secretary of defense. (28 May 1918- 11 June 1918) took place. He was a member of the Transcaucasian Seim and the Azerbaijani parliament.
Since 1923, the period of emigration began in the life of the general Khosrov bey Sultanov. He lived in Turkey, Iran, and later in France and Germany, worked as a professor of Medical University in Germany. Khosrov bey Sultanov, who returned to Turkey in 1936 resettled in Trabzon.

Mir Hasan Vezirov (1889-1918)
Mir Hasan Vezirov was born in 1889 in the city of Shusha. M. Vezirov was a statesman, one of the 26 Baku Commissioners. He studied in a real school in Shusha. In 1915 entered the Kiev Institute of Commerce. M. Vezirov was engaged in Baku in teaching. In early of 1917 he came back to Shusha with the revolutionary mission. A few months after being involved in a revolutionary activity in Shusha he retuned to Baku. He was Azerbaijan land commissioner in Baku commune.  

Nariman bey Narimanbeyli (1889-1937)
Nariman bey Narimanbeyli was born in Shusha. One of the active participants of the Azerbaijan National Independence Movement. He was a Member of the Parliament of Azerbaijan Democratic Republic, socio-political and public figure. As his family shifted in Yerevan he studied at the high school gymnasium in Yerevan. He also studied at Physico-mathematical department of Moscow University, then at the Kharkov University Law School. In 1937, was subjected to repression.

Suleyman Azad oglu Vezirov (1910-1973)
He was born in a family of intellectuals in Shusha. In 1928-1932 S. Vezirov studied at the Azerbaijan Polytechnic Institute, Department of Mining. As a highly qualified engineer S. Vezirov worked in the fields of oil and gas as Pirallahi, Lokbatan, Garachukhur. Then, in 1954, he was appointed as the first minister of the oil industry.
S. Vezirov was appointed at post of the deputy chairman of Council of Ministers of Azerbaijan SSR in 1958, and in 1959 he has been appointed Chairman of the Council of National Economy of the Azerbaijan Soviet Socialist Republic. Still alive, S. Vezirov was considered the number 1 oil worker in the USSR.

Farhad Aslan oglu Vezirov (1910-1987)
Aslan Vezirov was born in the village of Zumurkhaj of Barda region. He graduated in 1927 from the Transcaucasus Military Training School. In 1928-30 he studied in military engineering schools of St. Petersburg (then Leningrad) and Moscow. He was a participant in World War II. In 1945, he was awarded a title of Hero of the Soviet Union. From 1965 until the end of his life he was Chairman of the Committee of War Veterans of the Republic of Azerbaijan, and at the same time A. Vezirov headed the Baku department of Veterans of the War of the Soviet Union. 

Khalil Mammed oglu Mammadov (1916-1989)
Khalil Mammadov was born in the town of Shusha. Participated in World War II. He was awarded the title Hero of the Soviet Union for courage in battles.
During 1957-1965 he worked as deputy minister and minister of Internal Affairs of the Azerbaijan Soviet Socialist Republic.  In subsequent years, Khalil Mammadov worked as the head of department of the Council of Ministers of Azerbaijan SSR, chairman of the Physical Culture and Sport Committee under Council of Ministers of Azerbaijan SSR. He was elected as a member of the Central Committee (CC) and was deputy of the Supreme Soviet of Azerbaijan SSR. Kh. Mammadov was awarded with orders and medals of the "Red Flag", "Alexander Nevski", "Red Labor Banner", "2 red star", "Honor".

Nizami Keykavus oglu Bahmanov (1948-2008)
Nizami Bahmanov was born in Shusha. Previously, he worked in the construction sector. He was the head of the Social Union "Azerbaijani community of Nagorno-Karabakh region" of Republic of Azerbaijan. N. Bahmanov since 1992 until the end of his life worked as the head of the Shusha region executive power and for public activity was awarded in 2008, with the Order "Glory”.
