Amendment to “The Freedom Support Act”

  



One of the consequences of information war carried out by Armenians against Azerbaijan in foreign countries is "Amendment to Section 907” adopted by the US Congress, which deprives Azerbaijan of the US aid.  “Freedom Support Act" (full name: “Support Act on freedom in Russia, democracy in Eurasia and the open market) was adopted by the U.S. Congress on October 24, 1992. This is the first legislative act of the U.S. Congress on aid to newly independent states after the collapse of the USSR.
"Freedom Support Act" covers the following sections of Freedom Support :
- The main measures to provide assistance;
- To intensify bilateral economic assistance;
- development of business and trade;
- to establish non - governmental organizations to help the new democracies;
- organizational plan and its implementation;
- Cooperation in the field of space;
- trade in the field of agriculture;
- The U.S. Agency for International Development, the State Department, the related organizations and their activities;
Programs carried out by the U.S government under the "Freedom of the protected act" are grouped in the following directions:
- Aid programs of the US Government to business activity, import and export development in the CIS;
- Financing programs of the US Government;
- International financial institutions.
- Technical assistance programs.

The amendment to Section 907 of "Freedom Protection Act” (adopted in December 1992) was proposed by the senator Kerry (Massachusetts State). The amendment to Section 907 limited the assistance to Azerbaijan and it was stated here that unless President defines clearly and informs Congress about lifting of Azerbaijani government the blockade against Armenia and Nagorno-Karabakh and stopping the use force against, Azerbaijani government will not be assisted.
- On September 11, 2001 after the terrorist act in the United States the international political situation was exposed to changes. After this event, U.S. President George Bush raised the question of the cessation of amendment to section 907 applied against Azerbaijan, the member of the international antiterrorist coalition. As a result, since January 2002 Amendment to Section 907 of "Freedom Support Act" was annulled.
